About this opportunity

Lumpkin County, Georgia is seeking proposals from qualified Energy Services Companies (ESCOs) to provide comprehensive energy savings performance contracting services. The County is looking to reduce energy and operational costs across its facilities through a range of capital improvements and services. The ESCO must be licensed in Georgia, approved by the Georgia Environmental Finance Authority, and have demonstrated experience implementing energy performance contracts. Preferred qualifications include NAESCO certification. The procurement process involves a three-stage approach, including written qualifications, potential oral interviews, and the selection of an ESCO to enter an Investment Grade Audit Agreement. The selected ESCO and County will then negotiate a final Energy Services Agreement, which cannot exceed 20 years and is subject to annual appropriations. The County is considering using a combination of federal funding, grants, rebates, and other financing mechanisms to fund the proposed projects. The ESCO will be responsible for ensuring all contractors and project elements meet applicable state and federal requirements for federal funding.

The RFP does not indicate any set-aside designations or restrictions on the types of organizations that can respond. The document does not name any incumbent vendors or current contractors, nor does it specify any existing infrastructure or technology that requires integration. The RFP does not provide an exact award value or budget range, but states the ESCO must provide a guaranteed minimum annual energy and operational cost savings, as well as guaranteed minimum levels of occupant comfort.
