About this opportunity

The City of Rochester Hills has issued a Request for Proposals (RFP) for a comprehensive Energy Management System to be installed at the Rochester Hills Museum at Van Hoosen Farm. The procurement seeks a turnkey solution for a web-based, non-proprietary system that will integrate heating, ventilation, air conditioning (HVAC), lighting, and generators across six museum buildings: the Dairy Barn, Calf Barn, Equipment Barn, Red House, School House, and Farmhouse. The primary objective is to enable the City to monitor daily operations and equipment scheduling from City Hall, with an estimated 30,000 kWh in annual energy savings expected from the Dairy Barn installation. Proposals must be submitted electronically through the MITN website by 3:00 P.M. on September 24, 2025, with a Zoom teleconference proposal opening at 3:30 P.M. A voluntary site visit is scheduled for September 12, 2025. The evaluation criteria will comprehensively assess factors including contractor experience, product design, comparable projects, methodology, and cost, with the City reserving the right to reject any and all proposals.

The project is partially funded by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) Community Energy Management Grant Agreement and is subject to several federal and state requirements, including the Build America, Buy America Act, Davis-Bacon Act, National Historic Preservation Act, and National Environmental Policy Act. The selected contractor will be responsible for providing all necessary equipment, materials, software, installation, training, and a three-year maintenance and support contract. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the RFP suggests a comprehensive and competitive selection process. The project requires integration with existing museum infrastructure across six buildings, with a focus on creating a comprehensive, centralized energy management solution. Although a specific budget range is not provided, the complexity of the project involving multiple buildings, comprehensive system integration, and a three-year maintenance contract indicates a significant investment in modernizing the museum's energy management capabilities.
