About this opportunity
Sarasota County is conducting a sole source procurement for Energy Absorption Systems Crash Cushions, Truck Mounted Attenuators, and related replacement parts through solicitation 2024-ISS-124. The primary vendor is Gulf Material Sales, LLC, who is the sole authorized distributor of these safety systems in Florida. The procurement specifically seeks crash cushions that provide safety barriers for vehicles, utilizing hydraulic and mechanical designs to absorb kinetic energy during potential vehicle impacts. The solicitation invites alternative vendors to demonstrate the ability to supply equivalent products, with the county reserving the right to convert to a competitive solicitation if such alternatives are viable. Critical deadlines for this procurement include a question submission deadline of February 7, 2024 at 3:00 pm and a proposal submission deadline of February 8, 2024 at 5:00 pm, with all responses required to be submitted electronically through the ProcureNow portal. Vendors must comply with various state and local regulations, including employment eligibility verification through E-Verify and adherence to public records laws.
The procurement appears to have no specific set-aside designations or restrictions on respondent types. The incumbent vendor, Gulf Material Sales, LLC, has been confirmed as the exclusive distributor by Valtir, LLC through correspondence dated February 1, 2024. The contract is structured as a one-year renewal from March 23, 2024 to March 22, 2025, with an estimated expenditure of $35,000 for the fiscal year and a maximum not-to-exceed amount of $150,000. The procurement is subject to the availability of lawfully budgeted and appropriated funds, and vendors must provide certifications regarding scrutinized companies and convicted vendor lists. The county has determined this procurement is in its best interest due to the critical safety improvements offered by the Energy Absorption Crash Cushion Systems, which enhance vehicle occupant safety through advanced energy absorption technologies.
