About this opportunity

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is seeking a contractor to perform Section 7 Endangered Species Act assessments for various orphan well and tank facility locations across the state. The selected contractor will be responsible for conducting Information for Planning and Consultation (IPaC) system assessments, obtaining U.S. Fish and Wildlife Service (FWS) concurrence letters, and providing other environmental compliance documentation as required. The scope of work includes providing location information, conducting IPAC assessments, and obtaining State Historic Preservation Office (SHPO) clearance for each site. EGLE will work with the awarded contractor to prioritize and schedule the projects, with all wells required to be completed under this contract. The RFP has a mandatory pre-proposal meeting scheduled for September 26, 2024, and a proposal deadline of October 17, 2024. The technical evaluation criteria include the statement of work requirements, staffing, project management, and the bidder's company information and experience. Proposals scoring at least 80 points on the technical evaluation will have their pricing evaluated.

The RFP indicates that the 10% SDVO (Service-Disabled Veteran-Owned) preference applies to the prime contractor. The State reserves the right to consider various factors in the award decision, including qualified disabled veteran/service-disabled veteran-owned business status, prior performance with the State, and the overall economic impact to the State. The anticipated contract start date is November 19, 2024, but the contract term is not specified. No specific pricing, funding sources, or budget ranges are provided in the documents.
