About this opportunity
The Texas Department of Transportation (TxDOT) is requesting bids for emulsion tank cleaning and repair services at the TxDOT Stratford Maintenance Office under IFB Solicitation 601340000066918, with responses due by 10:00 a.m. Central Time on August 3, 2026 — the same date as tentative award. This is an emergency purchase under Texas Government Code 2155.137 and 34 TAC 20.82.
The scope encompasses tank inspection, assessment, and preventive maintenance; furnishing and installing replacement components including cable clamps, float pulleys, gaskets, eyebolts, floats, flags, cables, agitator gear assemblies, and bolts; transferring emulsion to a dunnage pile; confined space training compliance; visual inspections of tank structural and mechanical components; mechanical testing of pressure relief valves and temperature gauges; cleaning of filters and strainers; lubrication of moving parts; calibration of sensors and control systems; electrical system checks; and safety equipment verification. All cleaning compounds must be EPA-approved and environmentally preferred where available, with complete MSDS/SDS sheets submitted prior to tank cleaning. Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding state and federal holidays. The vendor must provide detailed cost estimates within five business days of inspection, including job start and completion dates, and is responsible for cleaning work areas and any damage to tank components caused during service.
Pricing must be submitted on an F.O.B. destination basis with freight prepaid and included in unit prices. Mobilization charges are permitted as a one-time charge only. Disposal of asphalt waste materials must comply with Texas Health and Safety Code Chapter 361 and applicable federal, state, and local laws, with disposal costs reimbursed at actual cost as a separate line item. Workers' compensation insurance with waiver of subrogation endorsement in favor of TxDOT and commercial general liability insurance are required. Respondents must complete and return the Texas Family Code Schedule certifying ownership and child support compliance eligibility; failure to do so renders the response non-responsive.
