About this opportunity
The Texas A&M University System is requesting proposals for an enterprise learning management system to serve approximately 50,000 employees across 12 universities and 8 state agencies, with proposals due by 2:00 p.m. Central Time on March 17, 2026; the question deadline of February 23, 2026 has passed. A 2% Historically Underutilized Business (HUB) subcontracting goal applies to all respondents, with mandatory completion of a VetHUB Subcontracting Plan for this professional-services category.
The scope is a multi-institution Software-as-a-Service solution supporting a single tenant with robust security partitioning, capable of handling peak concurrency around 25,000 simultaneous users. The system must integrate with Workday for employee-manager relationships and user provisioning via flat-file feeds; support Shibboleth/SAML 2.0 and OIDC/OAuth 2.0 single sign-on; include SCORM, xAPI, and LTI integrations at deployment; provide an integrated course authoring tool; and support migration of approximately 550 SCORM-format courses and 700 additional courses. Implementation, training, documentation, and ongoing support are included. Texas A&M System requires TX-RAMP Level 1 certification with U.S.-only data hosting. Preferred integrations include LinkedIn Learning, CITI Program, Microsoft Teams, and Zoom virtual instructor-led training providers, though Teams and Zoom support is not mandatory.
The initial contract term is three years effective upon execution, with two optional two-year extensions at mutually agreed terms. Vendors propose pricing based on their solution model; no budget ceiling is disclosed beyond the statutory $100,000 threshold. The Texas A&M System intends simultaneous, system-wide go-live across all 20 member institutions rather than phased implementation. A concurrently issued Addendum 1 responded to 169 questions and clarified technical requirements; no subsequent amendments are identified. The incumbent is a custom-built .NET application integrating with the Rustici SCORM engine, which Texas A&M System is replacing. Respondents must provide comprehensive technical proposals, insurance proof including $1,000,000 commercial general liability and $2,000,000 cyber liability, HECVAT assessment, accessibility conformance report, notarized non-collusion affidavit, and references. Proposal evaluation and anticipated award are listed as TBD.
