About this opportunity

The County of Orange, OC Waste & Recycling, is requesting competitive bids for Emission Monitoring Instruments via IFB, with bids due December 10, 2024 at 2:00 p.m. through the County's online bidding portal. Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preferences, certified by the State of California Department of General Services, apply.

The scope comprises two Toxic Vapor Analyzer (TVA) 2020 units — one with both Flame Ionization Detector (FID) and Photo Ionization Detector (PID) capabilities, and one with FID only — along with two Extender Probes and one Calibration Kit. Delivery is to Prima Deshecha Landfill in San Juan Capistrano, California, with a three-working-day inspection period required prior to acceptance.

Bidders must submit firm, fixed pricing for each line item separately; all-or-none bids are not accepted unless the County deems them in its best interest. No renewal option is included. Questions are due November 22, 2024 at 2:00 p.m. Bids remain valid for 365 days following the IFB closing date.

The County requires current W-9 or W-8 forms, valid D-U-N-S and UEI numbers, certificates of insurance with additional insured endorsements naming $1,000,000 per occurrence commercial general liability, $1,000,000 automobile liability, statutory workers' compensation, and $1,000,000 employers' liability coverage. Vendors must also complete questionnaires including references, conflict-of-interest disclosures, litigation history, and debarment certifications. The contract is available to all Orange County departments and other governmental entities as a cooperative procurement, with a 2 percent administrative rebate on total subordinate contract sales payable to the County through Pavilion.
