About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting bids on Emergency/Disaster Stabilization and Recovery Services for Roadway Signs under ITB Solicitation No. 26-8680, with bids due August 13, 2026 at 3:00 PM and a pre-bid meeting on July 28, 2026 at 9:00 AM in Naples, Florida.

The scope encompasses repair and installation of damaged single-post and multi-post roadway sign assemblies on local roadways following officially declared emergencies. Work begins with primary regulatory and safety signs (stop, yield, one-way, do not enter), proceeding to arterial roadways and subdivisions as directed by County Traffic Operations. The contractor must maintain a minimum of six 2-man sign repair crews available for immediate deployment with capacity scaling to twenty crews, each capable of repairing approximately 25 signs per day. Installation must achieve minimum post depths of 30 inches (12-foot post without extension), 36 inches (with extension or 14-foot post), with posts vertically straight and filled/compacted flush to grade. All work must comply with the current Manual on Uniform Traffic Control Devices (MUTCD), Florida Department of Transportation specifications, and Collier County standards.

The County generally supplies signs, posts, and brackets but reserves the right to require contractor provision on an as-needed basis with a maximum 10% markup. Subcontractors are permitted; subcontractor hourly rates cannot exceed the contractor's rates with no additional markup allowed. Project superintendents must hold current Intermediate Temporary Traffic Control Certification and International Municipal Signal Association Sign Technician Level III certification prior to award.

This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an initial three-year term and two optional one-year renewal periods. Pricing is held firm during the initial term; annual price adjustments thereafter require 30 days' notice and county approval. Compensation is hourly, covering all labor, equipment, supervision, administration, and temporary traffic control. The County intends to award both primary and secondary vendors and reserves the right to establish a vendor pool or award on a line-item basis. Bids must be submitted online through the Collier County Procurement Services Division Online Bidding System.

Opportunity text

This scope describes and defines the services that are required for the execution of sign repair operations on local roadways, as determined by Transportation Management Services Department. The work would start with primary regulatory/safety signs such as stop, yield, one way, and do not enter. The work would then proceed to arterial roadways and then subdivisions/ neighborhoods or as directed by the County Traffic Operations will generally supply related materials such as signs, posts, and brackets. Depending on in-house inventory of these materials, the County reserves the right to request the Contractor, on an as-needed basis, to provide sign panels, posts, and related materials. The markup shall not exceed 10%. The use of subcontractors will be allowed to perform services; however, the hourly rates shall not exceed the Contractors hourly rates, and the Contractor will not be allowed any markup for such services. All sign repair operations performed under the awarded contract shall be in accordance with the most current Manual on Uniform Traffic Control Devices (MUTCD), Collier County, and Florida Department of Transportation (FDOT) specifications. The Contractor will be responsible for obtaining copies of all required manuals, MUTCD, FDOT Roadway & Traffic Design Standards Indexes, or other related documents, to become familiar with their requirements. Sign assemblies to be repaired include single post signs and multi-post signs.
