About this opportunity

Calcasieu Parish Police Jury is soliciting sealed proposals for emergency traffic control device reinstallation and replacement services under RFP-2026-ENG-158, with proposals due November 10, 2026 at 2:30 p.m. Central Time. Proposers must hold an active Louisiana Contractor's license in Highway, Street, and Bridge Construction or Limited Specialty Services classifications, with the license number displayed on the sealed proposal envelope, or the proposal will be automatically rejected.

This is a pre-disaster agreement that activates only upon a qualifying event. Upon activation, the contractor must mobilize within 48 hours and assemble a workforce capable of fielding ten 2-person installation teams. Scope covers Priority 1 signage (stop signs and yield signs) and Priority 2 signage (warning signs and plaques, speed limit signs, large directional arrows, and chevron alignments) across the Parish road system. The Parish expects its Priority 1 inventory of 710 stop signs and 130 yield signs to be maintained at 30 percent of established levels. Federal funding through FEMA and FHWA may apply, bringing federal regulations, reporting requirements, and wage standards.

The initial term runs through December 31, 2027, with automatic renewal for four successive one-year periods unless either party provides 60 days' advance written notice. Pricing must be submitted on the Price Proposal Form (Exhibit A) and be inclusive of labor, materials, equipment, mileage, per diem, and travel. Hourly rates for six personnel categories and material costs for posts and signs must be itemized, and no costs outside the form will be recognized. The Parish reserves the right to negotiate reasonable costs based on all proposer responses or historical pricing. The awardee must provide a $50,000 payment and performance bond, which may be increased if estimated damage exceeds that amount, and the Parish will withhold 10 percent retainage from invoices pending final project completion.

Evaluation rests on history and experience (0–15 points), capacity to perform (0–25 points), staffing knowledge and response timelines (0–25 points), and price (0–35 points), for a total of 100 points. Sealed proposals are submitted to the Purchasing Agent at the Parish Government Building in Lake Charles, Louisiana.
