The contract is a pre-disaster agreement that may be activated for federally declared disasters. The contractor must mobilize within 24 hours of contract activation and deploy a minimum of ten two-person assessment teams within 48 hours. Assessments cover Priority 1 signage (stop and yield signs) and Priority 2 signage (warning signs, speed limit signs, directional arrows, and chevron alignments), and the contractor will use the Parish's OpenGov Asset Management System to record results. The contractor must assemble and manage a workforce across Project Manager, Operations Manager, Scheduling/Routing Manager, Field Supervisor, Assessment Crew, and Administrative/Clerical roles.

Pricing is hourly on Exhibit A, with rates inclusive of all direct and indirect costs, including tools, devices, mileage, and incidentals. Evaluation allocates 0–15 points to History-Background and Experience, 0–25 points to Capacity to Perform, 0–25 points to Expertise Staffing and Response Timelines, and 0–35 points to Price, for 100 total points.

The initial term runs from execution through December 31, 2027, with automatic renewal for four successive one-year periods unless either party provides 60 days' advance written notice of non-renewal. Funding is anticipated through the Federal Emergency Management Agency (FEMA) and Federal Highway Administration (FHWA) for federally declared disasters. At contract activation, the awardee must provide Payment and Performance Bonds of $50,000 each, with increases if the "not to exceed" contract amount exceeds the initial bond requirement. The contractor must comply with applicable federal, state, and local laws, including FEMA and FHWA guidelines, and provide evidence of insurance and licensing before commencing work.
