About this opportunity

The State of California, Department of Technology, Information Systems Division is requesting proposals for emergency response, preventive maintenance, and support services for enterprise electrical systems, with proposals due August 28, 2026. This is a prevailing-wage project under California Labor Code sections 1770 et seq.; all workers must be paid prevailing wage rates as determined by the Department of Industrial Relations, with rates varying by county and craft classification (Carpenter, Crane Operator, and other skilled trades specified in the attached wage determinations). Contractors and subcontractors must register with DIR, maintain certified payroll records within ten days of request, post wage schedules on-site, and comply with apprenticeship requirements mandating one apprentice hour per five journeyman hours in apprenticeable crafts, except for sole proprietors, non-apprenticeable work, contracts under $30,000, or 100% federally funded projects.

The scope encompasses preventive maintenance, emergency repair and response, system monitoring, and on-call technical support for the state's IT infrastructure electrical systems. The RFP establishes specific pricing structures for routine maintenance, emergency response calls, and materials or parts replacement, with service level requirements and emergency response time standards that vendors must address in proposals.

Evaluation criteria include vendor qualifications, technical approach, pricing competitiveness, and ability to meet service-level and emergency response-time requirements. Site visits and pre-bid meetings are available to familiarize vendors with systems and facilities. The contract derives funding from the state's IT operational budget with resources designated for electrical system maintenance and emergency support. An incumbent contractor or existing service provider's performance may serve as a baseline for evaluation. The contract term and renewal options are outlined in the RFP documentation. Prevailing wage determinations effective August 22, 2025, cover craft classifications across twelve Southern California counties (Imperial, Inyo, Kern, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, and Ventura), with most determinations expiring between June 30 and August 31, 2026. Wage violations carry penalties of $200 per day per worker for underpayment, $100 per day per worker for recordkeeping noncompliance, and $25 per worker per day for hours-of-work violations.
