About this opportunity

The City of Detroit, Office of Contracting & Procurement, is requesting quotes for emergency residential demolition at 5379 Joy Road, with questions due July 9, 2026 at 2:00 PM EST and proposals due the same day at 3:00 PM EST. Respondents must be pre-qualified demolition contractors.

The property is a two-family brick residential structure damaged by fire on June 29, 2026, with collapsed roof sections, structural instability, and scattered debris. The scope includes complete demolition, debris removal and disposal, backfill and grading using only City of Detroit-approved Category 2 source materials, and site finalization. Contractors must meet emergency timelines regardless of frost law restrictions. Key personnel qualifications include OSHA Lead Awareness Training for field supervisors and asbestos/lead awareness for at least one site operator or laborer. Environmental protections mandate continuous dust control using two misting hoses connected to functioning fire hydrants, wetting protocols before and during demolition, and no work when sustained winds exceed 20 mph.

Pricing is evaluation-only on a cost basis; responses are ranked by lowest cost. Contractors must submit a completed Professional Rate Schedule with unit rates for demolition (administration, supervisor, laborer, equipment, regulated and non-regulated material trucking, and disposal of asbestos-containing materials and construction debris) and backfill, grade, and site finalization (administration, supervisor, laborer, equipment, and material). The City explicitly prohibits rate ranges, qualifications, alternate unit types, and blank fields; submission of incomplete rate sheets may be deemed non-responsive. Permit costs are excluded from bids; however, contractors bear a $134.00 hydrant re-inspection fee if the hydrant fails during demolition.

All contractors must provide current Certificates of Authority, complete income tax and accounts receivable clearance through the City portal, submit compliance affidavits, conduct a mandatory site visit with dated photographs submitted as a single PDF, and comply with City Demolition Policies, Procedures, and Construction Contractor Guidelines. Payment terms are Net 30. Delivery is FOB Delivered using the lowest cost carrier. Purchase orders may not be assigned without prior written approval from the Chief Procurement Officer and Chief Financial Officer.
