About this opportunity
The City of Detroit Office of Contracting & Procurement is requesting proposals for emergency residential demolition at 18696 Hasse Street, with proposals due July 17, 2026 at 10:00 a.m. The City issued a Notice of Emergency Ordered Demolition on July 6, 2026, declaring the single-family residential structure structurally unsound, unsafe, and in imminent danger of collapse; demolition must proceed regardless of frost law restrictions.
The scope encompasses pre-demolition site demarcation, utility disconnection verification, and public notification within one calendar day of Notice to Proceed; demolition and debris removal within three calendar days; backfill and grading operations within fourteen calendar days of Open Hole Inspection approval; and final site restoration including sidewalk replacement and seeding. The property is 3,746 square feet on 0.086 acres, surrounded by an occupied dwelling to the north and a vacant lot to the south. Contractors must obtain all necessary permits except wrecking and hydrant permits (City responsibility); assign personnel with lead awareness and asbestos training certifications; source backfill material from City-approved Category 2 sources meeting Part 201 Residential Cleanup Criteria; and dispose of all debris, including asbestos-containing waste, to licensed Type II landfills. Contractors are liable for a $134.00 hydrant re-inspection fee if the hydrant fails inspection.
Evaluation is price-only, sealed-bid. Bidders must submit a signed signature page acknowledging site visit completion with date-stamped photographs; completed price sheet with unit rates for demolition (administration, supervisor, laborer, equipment, regulated and non-regulated material trucking, and asbestos and construction debris disposal); and backfill, grade, and site finalization (administration, supervisor, laborer, equipment, backfill material below 12 inches, and topfill material for top 12 inches). All rate fields must contain explicit monetary values with no ranges, alternate units, or qualifying language. Required submissions also include Certificates of Authority, affidavit of disclosure, Income Tax and Account Receivables Clearance, and City Council-requested smartsheet survey. Payment terms are Net 30 FOB Delivered. No site visit conference is scheduled; contractors must conduct self-directed site inspections. Contact: Shekia Sewell-Lovely at SewellS@detroitmi.gov or (313) 670-7878.
