About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition at 14178 Rockdale, with questions due July 29, 2026 at 2:00 PM EST and proposals due the same day at 3:00 PM EST. The City will award a purchase order, not a term contract. Site visits are mandatory; bidders must submit dated photographs of the property with their bids.

The property is a one-story frame dwelling, vacant and open to trespass, with severe fire and structural damage including a partially collapsed roof, structurally unsound masonry chimney, and significant voids in first-floor joists from fire and water damage. The City's Building Official has issued an emergency demolition order effective July 23, 2026. Demolition must be completed within three calendar days of Notice to Proceed; backfill and grading must be completed within fourteen calendar days of Open Hole Approval. All work must proceed regardless of Frost Law restrictions.

Scope includes pre-demolition due diligence (site demarcation, utility disconnection verification, community notification), active demolition with specified dust control and safety measures, debris removal and transport to licensed Type II landfills, and site restoration including backfill, grading, sidewalk replacement, and seeding. Contractors must source backfill material from Category 2 approved sources on the City of Detroit Backfill platform. All contractor personnel must maintain current OSHA Lead Awareness Training and asbestos awareness credentials.

Pricing will be evaluated on a price-only basis with Net 30 payment terms and FOB Delivered. The City will not accept incomplete submissions, rate ranges, qualifying notes, or blank rate fields. Contractors are not responsible for permit costs but must cover hydrant re-inspection fees of $134.00 if the hydrant fails on residential structures. Contractors must complete income tax and accounts receivable clearance through the City portal, submit a price sheet in Excel format matching Oracle line items, provide an affidavit of disclosure, and confirm upload of standard CRIO-related certificates and City of Detroit Construction Contractor Guidelines compliance documentation.
