About this opportunity
The City of Falls Church, Virginia, is soliciting Statements of Qualifications for Design-Build services to upgrade emergency power systems at City Hall, with SOQs due June 30, 2026, and a Pre-RFPQ Project Information Meeting scheduled for June 15–19. This is Step One of a two-phase procurement; short-listed offerors (two to five anticipated) will receive the RFP in early August, with RFP submissions due September 21–25 and design-build contract award anticipated October 19–23.
City Hall, a 43,000-square-foot facility housing Police, Sheriff's Office, Dispatch, and Court Services, currently has only 12% electrical infrastructure backed by a 180-kilowatt natural gas generator and an overloaded UPS system. Phase 1 involves rebalancing critical electrical loads on existing UPS systems and installing appropriately sized cooling units for the telecommunications room. Phase 2 relocates the entire building's electrical infrastructure onto the natural gas generator. Scope includes preliminary facility assessments, electrical studies, installation and replacement of generator sets, UPS systems, transfer switches, HVAC equipment in critical rooms, fuel systems, batteries, control panels, and wiring. All equipment must be new and UL-listed unless written approval from the City Project Manager is obtained.
The DB contractor must be a licensed, qualified professional contractor responsible for obtaining all necessary trade, building, City, and State permits at no additional cost to the City; providing turnkey design services by a licensed professional engineer; delivering complete shop drawings and as-built documentation in AutoCAD and PDF; project scheduling in Microsoft Project or Primavera 6; factory and field testing documentation; and staff training. The DB team identified in the SOQ—Lead Contractor, Lead Designer, Key Personnel, and subconsultants—must remain intact throughout procurement and contract performance unless approved changes are made by the City's Purchasing Agent. Questions are due June 29–July 3, 2026. Final project completion is targeted for December 31, 2027. No contract value or pricing information is disclosed in the RFPQ.
