About this opportunity

The Office of Exposition Park Management (OEPM) is requesting bids for comprehensive emergency planning and incident management support services for Exposition Park, with bids due June 25, 2026 and a pre-bid conference on June 5, 2026 at 11:00 a.m. via MS Teams. Bidders may claim a 5% Small Business or Microbusiness preference if certified by the California Department of General Services Office of Small Business & Disabled Veteran Business Enterprise Services, and a Disabled Veteran Business Enterprise incentive ranging from 1% to 5% is available based on confirmed DVBE participation levels.

The scope encompasses development and implementation of actionable emergency preparedness frameworks, including assessment of existing capabilities, Emergency Operations Plans, Incident Action Plans, hazard-specific annexes, emergency communications and evacuation procedures, and continuity of operations procedures aligned with FEMA NIMS, California SEMS, and ICS standards. The contractor must facilitate Unified Coordination Group structures, conduct stakeholder meetings, lead tabletop exercises, support major event operational planning for the FIFA World Cup 2026 Fan Festival and LA28 Olympic and Paralympic Games, and provide post-event evaluations and After-Action Reports. This is an implementation engagement, not planning-only advisory work. Minimum qualifications require three years of experience providing similar services and submission of at least two references.

The contract cost ceiling is $49,999.99 for fiscal year 2025–2026 and $200,000 for fiscal year 2026–2027, totaling $250,000. Invoicing occurs monthly in arrears based on actual hours worked. The contract term runs from Department of General Services approval through June 30, 2027, with a required start date within ten business days of award. The awarded bidder will be the responsive firm submitting the lowest cost bid. Questions are due before the June 5 pre-bid conference; virtual cost bid opening is June 12, 2026 at 11:00 a.m. with anticipated award June 22, 2026. Liquidated damages of $1,000 per day apply for contractor failure to meet delivery requirements. The State reserves the right to terminate upon thirty days' written notice or immediately for cause.

Opportunity text

The Office of Exposition Park Management (OEPM) seeks a highly qualified consultant/firm to provide comprehensive emergency planning, public safety coordination, operational preparedness, and incident management support services for Exposition Park in preparation for major events, emergencies, and all-hazard incidents, including but not limited to events such as the FIFA World Cup 2026 Fan Festival, LA28 Olympic and Paralympic Games, and other large-scale public gatherings. This is not a planning-only or advisory engagement. While the selected consultant/firm will be expected to assess existing emergency management capabilities, operational procedures, coordination frameworks, and infrastructure vulnerabilities, the core purpose of this contract is the development and implementation of actionable, scalable, and operationally functional emergency preparedness and coordination frameworks that can be actively utilized by OEPM and its public and private partners.
