About this opportunity
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is issuing an Invitation for Bid (IFB) to procure services for the replacement of an uninterruptible power supply (UPS) system and associated components at the City of Pittsburgh's Emergency Operations Center located at 2945 Railroad Street, Pittsburgh, PA 15201. The scope of work includes demolition and disposal of the existing non-functional UPS system, procurement and installation of a new 100 kW Eaton 93PM UPS unit with distribution and battery cabinets, installation of a new 30 kVA 480V to 120/208V transformer, electrical infrastructure modifications including interception and extension of approximately 60 branch circuits, conduit work, firestopping, and panel installations. The project deliverables encompass equipment procurement, complete installation services, crane and rigging services for placement of system components on the second floor, all necessary permits and waste disposal, software management platforms with three-year licensing, portable toilet provision, final post-project cleaning, as-built drawings, operation and maintenance manuals, and warranties (five years for the UPS base unit and one year for all other materials and labor). Contractors must demonstrate experience with high-performance building construction methods, and electrical contractors must submit AIA Document A305 qualification statements. The bid evaluation will award to the lowest responsive and responsible bidder based on completion of the Schedule of Values, with failure to submit this document resulting in a non-responsive bid determination. Critical deadlines include a mandatory pre-bid meeting on February 24, 2026, at 10:00 AM, question submission deadline of March 3, 2026, at 5:00 PM, and bid submission deadline of March 10, 2026, at 2:00 PM through the ProcureNow portal.
The procurement imposes compliance with Pennsylvania Prevailing Wage requirements, establishing mandatory hourly rates for all trades with effective dates ranging from 2024 through 2027. All vendors must execute a Public Safety Non-Disclosure Agreement before receiving access to confidential project documents, with completed NDAs to be submitted to Jacob Goldmann at the City of Pittsburgh, 414 Grant Street, Pittsburgh, PA 15219. The contractor must maintain a construction schedule with continuous staffing of five days per week in eight-hour shifts until completion, and electrical contractor staffing must be provided seven days per week. Performance and payment bonds are required at 100% of the contract price, and retainage will be held at 8% until the project reaches 50% completion, after which labor will be paid at 100%. The City will provide a fee waiver letter for City permits only, with the contractor responsible for all other permit fees and documentation. While no specific award value or budget range is disclosed in the procurement documents, the contract is structured as a one-time, lump-sum engagement, and change orders exceeding 10% of the accepted bid amount may result in the City rebidding that work to other contractors.
