About this opportunity

The City of Sandy Springs, Georgia is requesting sealed bids for emergency and non-emergency tree services and debris removal throughout the municipality's rights-of-way under ITB 22-043, with bids due March 16, 2022 at 2:00 p.m. via the Bonfire Interactive procurement portal.

The contractor must provide 24-hour emergency response with minimum staffing of three personnel, one chipper truck, and one aerial tower truck available within two hours of notification; additional equipment such as crane trucks may be requested for multiple emergencies. Non-emergency services include tree pruning, removal, and stump grinding, performed within one week of request or at mutually agreed times, with required site visits and price quotes prior to service delivery. The contractor must employ a licensed ISA arborist and comply with ANSI A300 Pruning Standards and MUTCD traffic control requirements.

Pricing is submitted using a fee schedule organized by tree diameter-at-breast-height categories, covering emergency response, tree removal with stump grinding, non-emergency labor and equipment by crew size, tree pruning, stump grinding with backfill options, and prestaging emergency services on an hourly basis. All pricing must be all-inclusive, encompassing labor, equipment, materials, debris disposal, traffic control, and site cleanup.

The contract term is three years—one base year plus two one-year renewal options contingent upon annual appropriations by City Council. The contractor must maintain comprehensive insurance including workers' compensation, commercial general liability of at least $1 million per occurrence / $2 million aggregate, automobile liability, a $3 million umbrella policy, and a $50,000 fidelity bond.

Required documentation includes business and ISA arborist licenses, E-Verify compliance affidavits, drug-free workplace certification, Georgia Security and Immigration Compliance Act certification, project references from the past five years, and equipment lists. Monthly performance evaluations will assess work completion, quality, crew performance, and billing accuracy.
