About this opportunity
The City of Dearborn is establishing a pre-qualified contractor list for emergency minor home repairs under the federally-funded Dearborn Home Rehabilitation Program, with proposals due October 21, 2026 at 3:00 p.m. and questions due October 7, 2026 at 3:00 p.m. Federal funding triggers SAM.gov registration and Section 3 compliance requirements for all awardees.
Contractors must hold current Michigan state and City of Dearborn licensure and demonstrate a minimum of seven years of experience in roof, electrical, plumbing, and other eligible minor home repairs, with documented completion of at least twenty similar projects within the past year. All costs including permit fees, work-site preparation, and lead-safe work practices must be included in proposals. Contractors must be prepared to begin work within ten days of award, reflecting the emergency nature of the program.
Insurance requirements include commercial general liability of not less than $1 million per occurrence and $2 million aggregate, workers' compensation as required by Michigan law, professional liability of $500,000 per claim, and automobile liability of $1 million combined single limit.
The approved contractors list shall be established for a five-year term, during which the City reserves the right to add or delete contractors and may implement a rotating bid list for future solicitations. Payment terms are net thirty days. Bidders may request personal appointments to examine premises and familiarize themselves with project conditions. Proposals must be submitted electronically through BidNet Direct only, with a maximum file size of twenty megabytes. All required forms — Proposal Form, Reference Form, Business Information Questionnaire, Ethics in Contracting Vendor Form, and Litigation Disclosure Form — must be completed and submitted.
