About this opportunity
The County of Orange Health Care Agency is seeking competitive bids for Emergency Cache Kit Supplies through an Invitation for Bid (IFB-042-2826703-TF), targeting the replenishment of emergency patient care kits originally purchased in 2020 that are set to expire by June 2025. The procurement covers two primary kit types: an IV Start Kit containing seven specific medical items and a Personal Hygiene Toiletry Kit with nine personal care items. Key procurement dates include a question submission deadline of March 25, 2025, and a bid submission deadline of April 1, 2025, at 4:00 pm, with the County planning to select a contractor on April 4, 2025. The solicitation requires vendors to submit firm price bids for 33 line items with specific quantities to support eight emergency cache kits, with each item to be priced separately. Evaluation criteria will likely include pricing, completeness of bid, and compliance with specified requirements. The initial contract term is set from April 4, 2025, through April 3, 2026, and is non-renewable, with vendors expected to provide comprehensive documentation including references, business profiles, and compliance certifications.
The procurement includes provisions for local small business (OCLSB) and disabled veteran business enterprise (DVBE) preferences, with specific certification requirements for businesses seeking these designations. Bidders must be prepared to demonstrate qualification through detailed documentation and meet strict compliance standards. The contract will be structured as a firm fixed fee arrangement, with no price increases considered during the first year and subsequent increases requiring documented proof. Payment terms are net 30 days after receipt of an acceptable invoice, with an optional Electronic Funds Transfer (EFT) payment method available. While the total contract amount is currently to be determined (TBD), the vendor must guarantee that quoted prices are equal to or less than prices offered to other local, state, or federal government entities for similar services. The procurement is fully electronic, with bids accepted only through the County's online bidding system, and "all-or-none" bids will not be accepted unless determined to be in the County's best interest.
