About this opportunity

Palm Beach County Water Utilities Department is soliciting proposals for Emergency and Disaster Mitigation and Recovery Engineering services under Project No. PBCWUD 26-026, with proposals due July 7, 2026. A non-mandatory pre-proposal meeting is scheduled for June 8, 2026 at 11:00 a.m. local time at the Central Region Operations Center, Operations and Maintenance Building, Conference Room 55, 8100 Forest Hill Blvd, West Palm Beach, Florida 33413 (note: this date was rescheduled from June 3 per Addendum No. 1).

The scope comprises on-call engineering services for emergency preparedness, disaster mitigation planning, and post-disaster recovery operations. Deliverables include comprehensive engineering assessments, mitigation strategy development, infrastructure resilience evaluations, recovery project management, technical analysis, design consultation, permitting support, and coordination with state and federal agencies during declared emergencies and recovery periods. Services will be issued through task orders as emergencies and recovery needs arise, with qualified engineering professionals deployed to assess damage, develop mitigation recommendations, design recovery projects, and provide technical oversight during implementation phases.

Funding derives from federal disaster relief appropriations and state emergency management budgets. Pricing terms and specific contract duration are contingent upon task order assignments and federal and state funding availability for individual disaster events and mitigation projects.
