About this opportunity
The Ellicott City District Court is requesting proposals for snow removal services at its Multi-Service Center facility (3451 Courthouse Drive, Ellicott City, Maryland) for a three-year term beginning November 15, 2026 through April 30, 2029, with proposals due November 6, 2026.
The scope encompasses snow removal, ice management, and grounds maintenance on an as-needed basis during winter weather events, including parking lots, sidewalks, driveways, and other grounds areas. The contractor must deploy equipment and personnel within specified timeframes following precipitation events and maintain safe conditions throughout the winter season. The specifications require defined equipment standards (snow plows, salt/sand spreaders, and de-icing materials), compliance with environmental regulations governing salt and chemical application, and demonstrated experience with similar facilities. Contractors must provide proof of equipment availability and maintenance capabilities. The contractor must maintain insurance coverage and comply with all applicable federal and Maryland state laws and nondiscrimination provisions.
Maryland law governs contract interpretation and enforcement under the State Finance and Procurement Article and COMAR regulations. The State reserves the right to terminate the contract for non-appropriation of funds, default, or convenience without cause upon written notice. Upon termination for convenience, the State will reimburse reasonable costs incurred and termination-related expenses, excluding anticipatory profits. Contract amendments require written consent from both parties and may not significantly alter scope or price. Bidders must execute a Contract Affidavit attesting to the accuracy and legitimacy of proposal information and acknowledge all required contract provisions. Pricing structure—whether fixed annual cost or as-needed basis—is to be specified in the bidding structure by the court.
