About this opportunity
The City of Rocky Mount, North Carolina's Central Services Department is requesting proposals for elevator service and repair contract #320-040926AG for 17 elevators across multiple city facilities, with proposals due October 1, 2026 at 3:00 p.m. Eastern Time. A local-vendor preference allows eligible local bidders to match non-local bids within five percent or $25,000, whichever is less.
The scope covers full-service, all-inclusive elevator maintenance across the Administrative Complex, Police Department, Judicial Center, water plants, warehouses, cultural centers, and transit stations. Services must include monthly maintenance at a minimum, 24/7 emergency callback service with a one-hour response time at no additional cost, all replacement parts equal to or better than original manufacturer specifications, and overtime labor rates for work outside regular business hours (8:00 a.m. to 5:00 p.m., Monday through Friday). The contractor must be experienced and qualified to maintain elevators in line with original design performance and safe operating condition. Vendors must maintain service and warehouse facilities within a 25-mile radius, provide at least three professional references, comply with North Carolina E-Verify requirements, and demonstrate proof of financial capability.
Vendors shall submit a total annual price that constitutes full compensation for all materials, equipment, and labor. The City encourages minority business enterprise participation with an aspirational ten-percent goal and requires vendors to demonstrate good faith efforts to solicit minority subcontractors and suppliers. Award will be made to the lowest responsible, responsive bidder considering quality, performance, and time for performance. A non-mandatory pre-bid meeting is scheduled for September 23, 2026 at 10:00 a.m. Written questions are due September 25, 2026 at 5:00 p.m.
