About this opportunity
The Detroit Housing Commission is requesting proposals for preventive maintenance and emergency repair services on twenty-two elevators at nine DHC sites across Michigan, with proposals due November 12, 2026, and a pre-proposal conference on October 28 via Zoom. Section 3 economic opportunity compliance is a scored evaluation criterion (0–5 points) and a stated emphasis of the RFP.
The scope covers preventive maintenance and emergency repair of elevators at nine DHC locations over a three-year initial term with options to renew for two additional one-year periods. The DHC reserves the right to add or delete locations and the number of elevators. Emergency repair quantities are approximate and not guaranteed. All submissions must be made electronically via the MITN BidNet Direct online portal; no hard copies are accepted.
Evaluation on a 100-point scale weights Experience of the Firm (0–35 points), Capacity of Staff (0–30 points), Cost/Fees (0–20 points), Small/Minority/Women/Disadvantaged Business considerations (0–10 points), and Section 3 Compliance (0–5 points). Pricing is scored using the ratio method, with the lowest proposed price receiving maximum available points. All costs must be held firm and fixed for 365 days following proposal submission.
Proposers must comply with Davis-Bacon wage standards and non-discrimination provisions, provide proof of insurance with DHC listed as an additional insured, and obtain all necessary permits and licenses. Organizational charts and key personnel identification are required. The question submission deadline is November 2, 2026, at 1:00 p.m. EST. A site visit is scheduled for October 30, 2026, at 9:00 a.m. EST. Contract award is subject to approval by the DHC Board of Commissioners and the Department of Housing and Urban Development.
