About this opportunity
The Georgia World Congress Center Authority is issuing a Request for Quotation (RFQ) for elevator modernization services at the Georgia World Congress Center located at 285 Andrew Young International Boulevard NW, Atlanta, Georgia. The procurement seeks qualified contractors to modernize two in-truss escalators (#25 and #26), each 48 inches wide with a 40-inch step, operating at 100 feet per minute with a 15-foot 10-inch rise, serving the Lobby to Ballroom floors. The scope of work encompasses all engineering, labor, materials, transportation, and equipment necessary to complete the modernization, as well as 12-month warranty preventive maintenance and ongoing continuing preventive maintenance after completion. Quotations must comply with ASME A17.1 and A17.2 codes, the National Electrical Code, ADA standards, and local fire authority requirements, and contractor insurance must include workers' compensation with statutory limits, comprehensive general liability, and completed operations coverage naming the Authority and consultant as additional insureds. Contractor selection will be based on cost of required work, cost of interim maintenance, cost of warranty maintenance, completion schedule, successful completion of similar projects, track record in location, and maintenance capability. A mandatory proposal conference and site visit is scheduled for June 13, 2023, at 3:00 p.m. at the Georgia World Congress Center Authority Boardroom in Building B, Administration. Contractors must submit questions by June 15, 2023, at 2:00 p.m., and quotations must be submitted via email to Erle Coleman, Director of Supply Chain Management, at EColeman@gwcc.com by 5:00 p.m. on June 27, 2023.
No set-aside designations for disadvantaged enterprises or restrictions on organization types are specified in the available procurement documents. Contractors must provide evidence of experience, qualifications, and financial ability to perform the work. Quotations must be firm with no escalation permitted if the contract is awarded within 180 days of the quotation due date; if award is deferred beyond 180 days, quotations are subject to adjustment for labor and material cost changes. The payment structure includes 25 percent downpayment at contract award, 35 percent upon material delivery, 30 percent as a progress payment, and 10 percent retainage upon completion and owner satisfaction. No specific budget range or award value is disclosed in the RFQ; however, the pricing structure requires separate line items for base escalator modernization work, interim maintenance costs, and 12-month warranty preventive maintenance commencing at the end of the second escalator modernization. The Authority reserves the right to reject any or all quotations and to accept other than the lowest quotation, and a strict communication restriction is in effect prohibiting interested firms from communicating about the solicitation with Authority staff or officials except through formal question submission procedures.
