About this opportunity

Commonwealth University of Pennsylvania (CU), a member of the Pennsylvania State System of Higher Education, has issued a Request for Quotes (RFQ) for elevator maintenance and repair services across three campus locations: Bloomsburg, Lock Haven, and Mansfield. The procurement is specifically structured against DGS State Contract #4400023882 for "Elevator, Escalator, & Mechanical Movers Maintenance & Repair Services ITQ". The primary objective is to secure comprehensive elevator maintenance and repair services, which likely include routine inspections, preventative maintenance, emergency repairs, and potential parts replacement for elevator systems at these campuses. Potential vendors must be existing, awarded contractors for the specified counties (Columbia, Clinton, Clearfield, and Tioga). The RFQ was posted on November 15, 2024, with a submission deadline of January 3, 2025. Vendors are required to conduct business transactions through the SAP Ariba Business Network (SBN), submitting electronic invoices and participating in the electronic exchange of purchase orders and related documentation.

This procurement opportunity is highly restricted, with eligibility limited to pre-approved contractors already holding the specific state contract for elevator maintenance services in the designated counties. No specific set-aside designations for disadvantaged enterprises were mentioned in the documentation. The State System requires all suppliers to be enabled on the SBN, with no additional cost for a standard account (though enterprise accounts may incur fees). While specific budget ranges were not disclosed, the procurement covers elevator maintenance across multiple university campuses, suggesting a potentially significant contract value. The terms and conditions will exclusively follow the DGS State Contract, with any additional terms from contractors being explicitly disregarded. Vendors must demonstrate technical capability to maintain and repair elevator systems and be prepared to integrate with the university's existing electronic procurement infrastructure through the SAP Ariba Business Network.
