About this opportunity
The Town of West Springfield, Massachusetts, through its Central Maintenance Department, is requesting sealed bids for elevator maintenance and repair services across four municipal facilities under IFB #27-0021, with bids due October 16, 2026 at 10:00 a.m., and a mandatory pre-bid walkthrough on October 1, 2026 at 8:30 a.m.
Bidders must demonstrate a minimum of ten years' experience in elevator maintenance and repair and cannot have documented negative prior experience with the Town. The contractor will service five elevators: two KONE Traction and three ThyssenKrupp Oil-Hydraulic units at the Municipal Office Building, West Springfield High School, and West Springfield Public Library; and one Otis Gen 2 Machine-Room-Less elevator at Coburn Elementary School. The scope requires twelve scheduled maintenance calls per year per elevator, including inspections, cleaning, lubrication, and safety-device testing; 24-hour, seven-day-a-week emergency call-back services with a 60-minute response requirement; and documented compliance with Massachusetts prevailing wage requirements under M.G.L. Chapter 149, Sections 26-27H, with certified weekly payroll reports and OSHA 10 documentation.
The contract term runs November 1, 2026 through October 31, 2027, with two optional one-year renewal extensions at the Town's sole discretion, subject to annual appropriation. Bidders must submit a 5% bid deposit as a certified check or surety bond, and all bids remain firm for 60 days following opening. Award requires a payment bond equal to 50% of contract price and comprehensive insurance including $1,000,000 per occurrence / $3,000,000 aggregate general liability and workers' compensation. The bid form requires pricing for scheduled monthly maintenance, regular and overtime labor (estimated 20 hours monthly at M-F 7 a.m.–5 p.m. and overtime rates), and a materials markup on approximately $2,500 in estimated annual materials. Award is anticipated within 30 days of bid opening. Written questions are due by 4:00 p.m. on October 7, 2026.
