About this opportunity
Clarke County Purchasing Department, on behalf of Clarke County Government, Clarke County Public Schools, and Clarke County Social Services, is requesting sealed proposals for elevator maintenance and repair services covering eight elevators and one chair lift across nine service locations, with proposals due May 19, 2026 at 3:00 p.m. local time. A non-mandatory pre-proposal meeting with facility tours is scheduled for May 5, 2026 at 10:00 a.m. at the Clarke County Joint Government Center.
Service locations span the Joint Government Center, Circuit Courthouse, Sheriff's Office/E-911 Center, General District Court, Social Services office, Johnson Williams Middle School, Clarke County High School, Clarke County School Administration Building, and a chair lift at Boyce Elementary School, all in Clarke County, Virginia. Contractors must hold a Virginia Contractor's License and obtain a Certificate of Insurance naming Clarke County as Certificate Holder and additionally insured before beginning work; Worker's Compensation insurance is mandatory for employers with three or more employees.
Proposers must submit monthly pricing for each location and separate hourly rates for emergency and time-and-materials repairs, with distinct pricing tiers for elevator mechanics, assistant mechanics, and crew rates for both regular and overtime hours. All labor, materials, lubricants, insurance, worker's compensation, permits, licenses, and maintenance costs must be included in the proposal price.
The initial contract term runs from July 1, 2026 through June 30, 2027, with the County reserving the right to issue four additional one-year extensions if both parties agree on terms. Evaluation criteria include pricing, references, contractor experience, staff qualifications, past performance, and overall proposal strength; the County reserves the right to conduct interviews and award to other than the lowest bidder when deemed in its best interest. Questions are due by noon on May 11, 2026. The County anticipates making awards within two to four weeks of proposal receipt. Vendors are responsible for monitoring the Clarke County website for addenda issued prior to bid opening.
