About this opportunity
County of Orange, OC Public Works is requesting competitive bids for elevator maintenance and repair service under IFB #080-3085403-RN, with bids due August 4, 2026 at 2:00 PM through the County's electronic eProcurement Portal. Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certifications receive a 5% preference in bid evaluation.
The scope covers preventative maintenance, routine and emergency repair, fire recall testing, and five-year certification testing for Kone MRL traction elevators at County Administration South (5 units) and County Administration North (5 units), plus repair-only services for Kone hydraulic elevators at the Law Library (2 units). Preventative maintenance requires a minimum of three hours monthly per traction elevator during business hours (Monday–Friday, 7:00 AM to 4:30 PM), with 24/7 emergency response capability. Contractors must respond within 30 minutes for emergency entrapments and one hour for other emergencies. All repair work carries a 180-day warranty on labor and materials. Contractors must hold a valid California C-11 Elevator Contractor license and provide proof of UEI and D-U-N-S numbers prior to award.
The estimated aggregate contract value is $1 million over a five-year term, requiring Board of Supervisors approval. Bidders must submit firm, fixed prices for monthly maintenance, fire recall testing, annual and five-year certification testing, and hourly rates for licensed mechanics, mechanic helpers, adjusters, and teams across multiple shifts (standard Monday–Friday 7:00 AM to 5:00 PM, overtime, Saturday, and Sunday/holiday rates).
Contractors must carry Commercial General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation (statutory), and Employers Liability ($1 million per accident). A performance bond and Labor and Material Payment Bond are required. Prevailing wage requirements under California Labor Code Section 1773 et seq. apply. The County reserves the right to make multiple awards or award to a single bidder. Non-performance deductions equal 100% of monthly service costs for affected elevators; failure to meet emergency response requirements constitutes grounds for termination for cause. Bid validity extends 365 days after closing.
