Pricing must utilize auditable methodologies including line-item pricing, percentage discounts from published catalogs, labor rates compliant with prevailing wage regulations, or other verifiable discount structures, with all pricing remaining firm for 120 days from proposal submission.

This procurement is available to state, county, special district, local government, school district, private K-12 school, higher education institutions, and non-profit organizations that register as Equalis Group members; there are no exclusive award restrictions and Region 10 ESC reserves the right to award multiple vendors or reject all proposals. Compliance with federal and state regulations is mandatory, including Davis-Bacon Act compliance where applicable for federally funded projects exceeding $2,000 in labor costs, clean air and water act compliance, equal employment opportunity standards, and various state-specific certifications related to immigration compliance, affirmative action, political contributions disclosure, and non-collusion affidavits. Proposals are limited to 100 total pages excluding the pricing Excel spreadsheet, and all vendors must complete 23 proposal forms addressing certifications, licenses, federal compliance requirements, tax certifications, and acceptance of general terms and conditions. The resulting contract will have an initial term of three years (July 1, 2026 to June 30, 2029) with options to renew annually for an additional two years at Region 10 ESC's discretion, with pricing to include the recommended 2% administrative fee paid to Equalis Group. The annual volume is estimated to exceed $100 million by year three of the contract, though no minimum purchase guarantees are provided, and the contract will serve as a master agreement available to public agencies nationwide.
