About this opportunity
Davidson County Support Services Department is soliciting proposals for polyurethane-coated steel belt replacement on three Otis GeN2 electric traction elevators at the 2020 Courthouse (110 West Center Street, Lexington, North Carolina) under RFP #2607003, with sealed proposals due July 28, 2026 at 1:30 p.m. and a mandatory pre-bid conference on July 22, 2026 at 9:00 a.m. at Support Services (925A North Main Street, Lexington).
Offerors must hold a current North Carolina General Contractors' License and submit a notarized E-Verify Affidavit with proposals; failure to include either triggers non-responsive rejection. Belts must be OEM or OEM-approved parts to ensure compliance with ASME A17.1-2019 and proper function of the Otis proprietary Pulse Monitoring System, which continuously tests internal steel wires for wear and degradation. The scope includes powering down units, securing counterweights and cars, removing old belts and terminations, installing new belts, and recalibrating the pulse monitoring system under strict hoist-way safety protocols. Work must occur during regular business hours (7:00 a.m. to 5:00 p.m.) with no more than one elevator out of service at any time. Each elevator has a 3,500-pound capacity and was installed April 22, 2020.
Proposals must include separate line-item pricing for permits, mobilization, belt materials and supplies, labor, belt disposal, and demobilization for each of the three elevators; mobilization and demobilization are capped at 3 percent each of total cost. Offerors must provide proof of adequate workers' compensation, general liability, and automobile liability insurance and references from at least four similar projects. Evaluation weighs compliance with terms and conditions (20 percent), cost (30 percent), schedule and completion time (30 percent), and responses to desirables (20 percent). The contract period is to be determined by mutual agreement. Proposals remain firm for 90 days from receipt. Payment is due within 30 days of invoice submission for completed work.

Scope Of Work A. Replacing an Otis GeN2 polyurethane-coated steel belt requires strict hoist-way safety protocols. Belt replacements involve powering down the unit, securing the counterweight/car with a jack or hoist, properly removing the old belt and terminations, installing the new belt, and recalibration of the pulse monitoring system B. All elevators under this Bid shall be maintained in first class operating condition and must comply with all maintenance and other requirements of the latest revised edition of the American National Standard Safety Code for Elevators, Dumbwaiters, Escalators and Moving Walks (ASME A17.1 - 2019). C. Belts need to be an OEM (Original Equipment Manufacturer) or OEM-approved part. This ensures code compliance, structural integrity, and proper calibration with the elevator's built-in 24/7 Pulse Monitoring System. D. The GeN2 system relies heavily on a specialized Pulse device that constantly tests the internal steel wires inside the belt for wear, micro-breaks, and "red rouging" (signs of internal wire degradation). Generic or unapproved belts may not register correctly with the proprietary sensor, voiding your safety certifications and potentially causing your controller to lock the elevator out of service.
