About this opportunity

The Missouri Department of Transportation (MoDOT) is conducting a Single Feasible Source (SFS) procurement for Electronic Weigh In Motion System Repair and Replacement Services, specifically targeting the Cardinal Scale QWIM-1 weigh-in-motion/traffic control systems located at the Mayview and Foristell weigh stations in Missouri. The solicitation seeks repair and replacement services exclusively from Cardinal Scale Manufacturing Company, which has been determined to be the sole vendor capable of providing the necessary proprietary system programming, software/coding connections, and hardware components required for the system's functionality. The procurement covers the replacement of defective components for an existing electronic weigh-in-motion system that automatically weighs, sorts, and manages truck queues for incoming commercial vehicles. The solicitation was posted on July 25, 2018, with responses due by July 31, 2018, at 2:00 PM CDT. The contract period extends from the date of award through June 30, 2019, with two potential one-year renewal options. The procurement is being conducted under Missouri Code of State Regulation 7 CSR 10-11.020, which allows for single source procurement when supplies are proprietary and only available from a specific manufacturer.

There are no specific set-aside designations or restrictions mentioned for this procurement. The solicitation does not indicate preferences for disadvantaged enterprises or limit participation to specific types of organizations. No incumbent vendor information is provided beyond Cardinal Scale Manufacturing Company being identified as the sole source provider. The existing infrastructure involves the Cardinal Scale QWIM-1 weigh-in-motion/traffic control systems, which incorporate both commercially available and proprietary components. While no specific award value or budget range is explicitly stated, the solicitation notes that purchases over $5,000 require a posted notice, and purchases over $25,000 necessitate additional advertising at least 5 days before contract award. Vendors may submit responses either electronically through the MissouriBUYS eProcurement system or via hard copy. The delivery terms are specified as Free On Board Destination, with payment terms set at Net 30 Days.

Opportunity text

The Missouri Department of Transportation has determined that only one source, Cardinal Scale Manufacturing Company, can provide the Department with the replacement of defective components for the existing Cardinal Scale QWIM-1 weigh-in-motion/traffic control systems function through a proprietary interface that integrates sensor generated system data to automatically weigh, sort, and provide truck queue management for incoming commercial vehicles at the Mayview, Missouri and Foristell, Missouri weigh stations. While this system incorporates several commercially available components, Cardinal Scale Manufacturing Company is the only vendor who can provide the system programming and the software/coding connections necessary for the system to function. Additionally, other hardware components likely to be defective are proprietary to Cardinal Scale and cannot be provided by other vendors. The contract period is from Date of Award to June 30, 2019, with two (2) one-year renewal options.
