About this opportunity

The Savannah-Chatham County Public School System is requesting proposals for electronic waste collection, disposal, and recycling services under RFP 24-02, with proposals due July 20, 2023. The contract was awarded to Premier Surplus, Inc., located in Dawsonville, Georgia.

The scope encompasses collection, transportation, disposal, and recycling of electronic waste across the school district's operations. The contract structure is annual with two optional one-year renewal periods. Compensation is contingent on the type of e-waste item handled—the contractor either pays the District for receiving certain recyclable items or receives a fee for processing others, with complete pricing and payment terms specified in the sample contract's Attachment B. The District prohibits price increases, fuel surcharges, or additional costs during the initial contract term or extensions except as expressly set forth in the pricing schedule. A ninety-day transition period is included if the current contractor is not selected in a future solicitation or upon District request following contract expiration.

The contractor must maintain specified insurance coverage including $1 million commercial general liability, $1 million commercial automobile liability, statutory workers' compensation, and $1 million umbrella coverage throughout the contract term. Standard manufacturer warranties of twelve months apply to all goods and equipment provided. Invoicing requires submission within forty days for payments owed to the District and within forty days for District payment of contractor invoices, with comprehensive documentation including purchase order numbers and work descriptions. The District reserves the right to audit contractor records for six years following termination and may withhold payments pending resolution of billing disputes.

The solicitation issued Addendum #1 and Addendum #2 on June 13, 2023; both required acknowledgment as part of proposal submission and incorporated modifications to the base RFP requirements. All interested offerors were required to review the original RFP 24-02, both addenda, and the sample contract document to ensure full compliance with current requirements.
