About this opportunity
The Missouri Public Service Commission is soliciting competitive sealed proposals for an Electronic Renewable Energy Credit (REC) Management System, with proposals due November 23, 2026 at 2:00 p.m. Central Time through MissouriBUYS. The State of Missouri's Office of Administration, Division of Purchasing issued the RFP on the Commission's behalf.
Minimum experience requires two or more existing web-based REC management system clients, preferably including a governmental entity, plus five years of prior experience with contractor-hosted web-based applications and the utility industry.
The contractor must deliver a secure, web-based platform available 24 hours a day, seven days a week, supporting REC origination, certification, tracking, transfer, import, export, and retirement for Missouri Renewable Standard compliance under Section 393.1030, RSMo. The system must cover wind, solar, hydropower, and fuel cell sources, small generator reporting and aggregation, and data transfer from the North American Renewables Registry. Required service levels include 98% system uptime, 24-hour toll-free support, and disaster recovery and backup services. Software must include seven concurrent state licenses with no added charges for additional users or record capacity. The contractor handles maintenance, upgrades, technology enhancements, and third-party licensing, and must train Commission staff, Office of Public Counsel staff, and utility representatives at no cost. State data must be hosted and accessed only within the United States, and the state retains sole ownership. Any use of artificial intelligence, machine learning, or automated decision-making requires written disclosure before implementation and written state approval; failure to disclose is a material breach. Compliance includes E-Verify, Missouri business registration, and HIPAA where applicable.
Investor-owned utilities that use the system pay the contractor under firm fixed pricing in Exhibit B, and the State of Missouri carries no payment obligation. The initial term is one year from the effective date, with Division of Purchasing options to renew for two additional two-year periods.
A current contract exists under bid number RFPT30034902200725 and contract number CT220725001, searchable through the Division of Purchasing's Awarded Bid & Contract Document Search System.
