About this opportunity

The University of Wisconsin-Milwaukee (UWM), acting on behalf of the Board of Regents of the University of Wisconsin System and the State of Wisconsin, is seeking bids for an Electronic Pedestrian Alert System to be used in parking garages and lots. The procurement involves the acquisition of five bollard-style units and thirty-one wall-mounted units designed to enhance pedestrian safety through advanced technological features. The bollard units, measuring 48" H x 6" x 6", will feature flashing amber LED lights, white LED lettering with messages like "CAR COMING" and "GO SLOW," motion detectors, mp3 voice alerts, and control boards with adjustable timers. The wall-mounted units, sized at 11" x 17", will include LED light panels, smart controls, mp3 voice messaging, 12 VDC auxiliary outputs, and motion sensors, with specific messaging for cars coming up and down ramps. Potential bidders must submit questions by January 14, 2019, at 2 p.m. CST, with final bid responses due on January 23, 2019, at 2 p.m. CST. Bids can be submitted physically to the UWM Purchasing Office or via email to uwmbids@uwm.edu. The contract will be awarded to the lowest responsive and responsible bidder for an initial one-year period, with potential two optional one-year extensions.

The procurement includes a 5% preference for certified Minority Business Enterprises and certified Disabled Veteran-Owned Businesses, provided their bids are not more than 5% higher than the apparent low bid. Pricing must be submitted in U.S. dollars and include all associated costs such as delivery, installation materials, packing, freight, insurance, and manuals. Successful bidders must provide comprehensive product literature and may be required to conduct an on-site product demonstration at no additional cost. The contract mandates that materials be manufactured predominantly in the United States when feasible. Pricing will remain firm for the initial one-year period, with potential price increases limited to 10% annually after ninety days, based on documented industry-wide market changes. The warranty period will commence after successful acceptance testing and must meet the equipment manufacturer's standard warranty, with a minimum of one year from receipt. Acceptance testing will occur within thirty days of installation, with a fifteen-day cure period if specifications are not met.
