About this opportunity
The County of Sacramento is seeking proposals for an Electronic Payables Solution through RFP #2025-RFP-0023, targeting a comprehensive virtual card payment system for processing over 300,000 vendor payments annually. The procurement aims to expand the county's virtual card program to generate additional revenue and enable faster payment processing. Proposers must be banking institutions capable of integrating with existing SAP and PaymentWorks platforms, providing a dedicated customer support team, and completing system integration within three months. The evaluation criteria will be weighted as follows: 30% for E-Payable Incentive/Rebate, 15% for Onboarding and Integration Plan, 15% for Vendor Account Management Support, 30% for Proposer Presentation/Interview, and 10% for Customer References. Key procurement dates include a May 15, 2025 deadline for questions, a proposal submission deadline of May 23, 2025 at 3:30 pm, and a planned contract award on June 11, 2025.
The procurement is structured as a cooperative purchasing agreement, allowing governmental, educational, and non-profit entities beyond Sacramento County to potentially utilize the resulting contract. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documentation. The county requires proposers to demonstrate capabilities in secure file transfer platform integration, provide details about their IT integration team, and showcase previous integration experiences. While specific budget ranges were not disclosed, the RFP indicates the county is seeking a solution that can drive payment automation and generate quarterly rebates. The procurement allows for potential multiple award scenarios, with the county reserving the right to negotiate, clarify, and request demonstrations from applicants. The selected vendor(s) will be expected to provide a comprehensive electronic payables solution that offers flexibility, efficiency, and financial benefits to the participating government entities.
