About this opportunity
The Washington State Department of Children, Youth & Families (DCYF) is seeking a vendor to provide comprehensive electronic monitoring technology for Community Transition Services (CTS) and Functional Family Parole (FFP) programs across multiple Washington counties. The Request for Quotation (RFQQ PR250008) solicits advanced electronic monitoring solutions, including wrist-worn devices, secure smartphones, and a staff monitoring dashboard for young people participating in these programs. Key technical requirements include after-hours monitoring (5:00 PM to 8:00 AM PST), GPS location verification, inclusion/exclusion zone capabilities, and trauma-informed equipment alternatives to traditional ankle monitors. The procurement will evaluate bidders on technical and management response (80 points), oral presentations/demonstrations (10 points), and cost proposal (10 points), with additional preference points available for Washington small businesses, veteran-owned businesses, and compliance with specific executive orders. Bids are due March 7, 2025, at 2:00 PM PST, with oral presentations scheduled for March 6-7, 2025, and the anticipated contract award date of March 28, 2025. The solicitation covers an estimated 25-50 monitoring units across jurisdictions including but not limited to Franklin, Grant, Chelan, Yakima, and numerous other Washington counties.
The RFQQ includes several set-aside and preference provisions to support diverse business participation, with voluntary goals of 10% minority and woman-owned business participation, 1% veteran-owned business participation, and 20% Washington small business involvement. Businesses can earn additional evaluation points for being a Washington small business (10 points), veteran-owned business (10 points), and complying with specific employee arbitration requirements (5 points). The total contract budget is capped at $310,000 over a five-year period, with potential for small businesses and specific business categories to receive competitive advantages. Bidders must provide comprehensive certifications, including compliance with wage laws, worker rights, nondiscrimination requirements, and data security protocols. The procurement requires vendors to offer flexible monitoring equipment, including smartphones with biometric verification, wrist-worn devices, and a robust monitoring dashboard with comprehensive alert and reporting capabilities. Potential vendors must be prepared to provide initial site installation, 24 hours of on-site training, and ongoing technical support for the electronic monitoring system.
