About this opportunity
San Bernardino County Purchasing Department is soliciting proposals for electronic document accessibility remediation services under RFP AGENCY27-PURC-6552, with proposals due November 12, 2026, at 5:00 P.M. PST. A local preference of five percent (5%) applies, under which local vendors receive five percent (5%) of awardable points added to their cost evaluation score if they meet specified criteria.
The County seeks remediation of its legacy backlog of approximately 109,331 pages across 9,478 documents, plus ongoing remediation of newly created documents at an anticipated volume of approximately 95 documents per week. All work must conform to WCAG 2.1 Level AA and ADA Title II requirements, with remediated documents achieving 100% conformance verified through both automated and manual testing. The contractor must maintain SOC 2 Type II or ISO 27001 certification, use TLS 1.2 or higher in transit and AES-256 or equivalent at rest, and store all data exclusively within the continental United States. The contractor must also provide a 90-day warranty and rework non-conforming documents at no additional cost within three to five business days.
Pricing is per page, with the County paying only for pages actually submitted and remediated and no guaranteed minimum volume. The maximum term is five years, beginning approximately January 26, 2027, through January 25, 2032, with an option to extend for three additional one-year periods. Proposals must be submitted electronically through the County's ePro system, and proposers must register in ePro before submitting or face disqualification.
Evaluation is best value, weighted as follows: qualifications and experience (40 points), technical approach and understanding (25 points), security and data protection (20 points), and capacity, staffing, project management, and cost (15 points).
Questions are due October 29, 2026. Presentations and demonstrations are scheduled for December 1 and 3, 2026, and the tentative contract award is January 2027.
