About this opportunity

The Oregon Department of Fish and Wildlife (ODFW) has issued a Sole Source Procurement Notice for the acquisition of an electrofishing vessel through a non-competitive procurement process authorized under ORS 279B.075 and Oregon Administrative Rules. This is a notice-only solicitation rather than an open bidding opportunity, with a posted date of January 26, 2026, and a protest deadline of February 2, 2026. ODFW is procuring a single 18-foot extra-heavy-duty aluminum electrofishing vessel equipped with an integrated Apex electrofishing system, dual outboard engines (primary and backup propulsion), comprehensive safety equipment, and a compatible trailer from Smith Root Incorporated. The vessel will replace an existing vessel over 20 years old that is no longer serviceable due to hull damage and will serve as a critical component within a fleet of five electrofishing boats used for long-term biological monitoring and evaluation activities supporting the Northern Pikeminnow Management Program throughout the Columbia River Basin. The vessel's primary objective is to maintain uninterrupted monitoring operations that support federally and regionally mandated fisheries management objectives. ODFW determined that Smith Root is the sole suitable source based on its status as the only manufacturer offering a complete integrated system encompassing vessel design, electrofishing equipment integration, and maintenance support within the required three-hour proximity to ODFW's Clackamas, Oregon location. The procurement is justified under Oregon Administrative Rule 125-247-0275 based on compatibility and geographic location considerations, with alternative vendors identified during market research located over 1,800 miles away, making factory service and repairs prohibitively time-consuming and resource-intensive.

This is a sole-source procurement with no competitive bidding permitted; therefore, there are no set-aside designations, disadvantaged enterprise restrictions, or evaluation criteria for competing proposals. No response or proposal submission is required from interested parties, as this represents notice of an already-approved procurement action rather than an open contracting opportunity. Interested parties may file a written protest against this sole-source approval within seven calendar days from the first publication date, with protests directed to April D. Brenden-Locke, the Designated Procurement Officer, at april.d.brenden-locke@odfw.oregon.gov and odfw.contractsinbox@odfw.oregon.gov. The sole vendor for this procurement is Smith Root Incorporated, located in Vancouver, Washington, approximately 40 miles from ODFW's duty station, which will provide the complete integrated electrofishing system as the existing infrastructure requiring integration. The estimated total contract value for this single-source acquisition is $155,000 for the vessel, equipment, and compatible trailer. Ashley Kallberg serves as the Agency's single point of contact for questions regarding the procurement at ashley.j.kallberg@odfw.oregon.gov.
