About this opportunity

The State of New Mexico General Services Department Purchasing Division, on behalf of the New Mexico Department of Wildlife, is requesting bids on electrofishing equipment, replacement parts, accessories, and repair services under ITB 70-51600-26-05672, with bids due October 2, 2026 at 2:00 p.m. and sealed opening via Microsoft Teams immediately thereafter.

The scope encompasses nine line items: shore, barge, backpack, and boat electrofishing units; replacement parts including anodes, poles, rings, and cathodes; accessories such as cases, covers, work lights, and gloves; dip nets and net parts; eDNA sampling systems and test kits; and electrofishing unit repair services priced hourly. All items are listed with approximate quantities of one each, though actual purchases may vary. Bidders cannot add, delete, or modify listed items, quantities, or units of measure.

Bidders must submit a single fixed percentage discount from published catalog price or manufacturer's suggested retail price (MSRP) for all items, accompanied by a current catalog or price list. All bids require a W-9 form with wet or digitally verified signature dated within the current calendar year. Submissions are electronic through eProNM at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=StateOfNewMexico. Bidders must certify compliance with nondiscrimination requirements and workers' compensation laws.

The initial contract term is one year from award with an option to extend for up to three additional one-year periods by mutual agreement, not to exceed four years total. Awarded vendors must maintain fixed pricing in year one; thereafter, pricing adjustments are permitted no more than once annually through amendment, with increases capped at 10 percent and supported by demonstrable market evidence. The State reserves the right to make multiple awards to ensure availability and timely delivery, based on lowest total cost and bidder capability. Freight costs are prepaid by the awarded vendor and reimbursed by the State; pricing must exclude state gross receipts tax and local option taxes, which are added at invoicing.
