About this opportunity

The University of Texas Health Science Center at San Antonio is soliciting competitive sealed proposals for comprehensive electrical services through Request for Proposal No. 745-26-P22. The procurement encompasses all necessary supervision, labor, materials, equipment, and tooling to complete commercial electrical installation, maintenance, and repair work on an as-needed basis across the University of Texas System member institutions, with primary focus on the San Antonio campus located in Bexar County, Texas. Deliverables include work on 120/208 (3) phase and 277/480 (3) phase electrical systems within a large healthcare environment, with contractors required to provide detailed project proposals, hourly pricing for four labor categories (Supervision, Master Electrician, Journeyman Electrician, and Skilled Apprentice), after-hours work premiums, and material markup rates. Qualified contractors must demonstrate a minimum of five years of experience in commercial electrical services, preferably in higher education and healthcare settings, maintain current Texas Department of Licensing and Regulation (TDLR) licensing for all electricians, provide evidence of insurance throughout the contract term, and demonstrate financial capability to undertake multiple concurrent projects. The evaluation criteria are weighted as follows: cost (50%), experience in higher education and healthcare electrical services (20%), ability to perform (10%), qualification of staff (10%), and exceptions to terms and conditions (10%). The question deadline is 5:00 p.m. CST on Friday, May 29, 2026, with both proposal and Hazard Subcontracting Plan submittals due by 3:00 p.m. CST on Friday, June 12, 2026, via the Bonfire online submission system. No pre-submittal conference, site visit, or public opening is scheduled. The contract term is anticipated to be two years from the fully executed agreement, with the University retaining options to renew for up to two additional one-year terms.

This procurement includes a mandatory VetHUB (Veteran Heroes United in Business) Subcontracting Plan requirement for all responding vendors, regardless of subcontracting intent, obligating contractors to demonstrate good faith efforts to recruit and utilize Texas-certified service-disabled veteran-owned businesses. All proposals must be accompanied by comprehensive documentation including financial statements demonstrating stability, customer references from the past five years, disclosure of any litigation or default agreements, and various certifications addressing compliance with Texas Government Code requirements and federal regulations covering matters such as Israel boycotts, foreign adversaries, firearm discrimination, energy company boycotts, and critical infrastructure security. Contractors must maintain Professional Liability Insurance at minimum limits of $1,000,000 per claim and $2,000,000 aggregate, along with Commercial General Liability and on-site insurance requirements as specified. The contract also requires Business Associate Agreement compliance for handling Protected Health Information (PHI) under HIPAA, and FERPA Confidentiality and Security Addendum compliance for managing student education records, with strict prohibitions on unauthorized disclosure and requirements for incident reporting within specified timeframes. The overall maximum contract value is indefinite but shall not exceed $5,000,000 without prior Board of Regents authorization, with specific project fees to be established through individual "Authorization to Commence Work" documents. Payment terms follow the Texas Prompt Payment Act at net 30 days via electronic funds transfer or ACH, with the University exempt from Texas Sales and Use Tax.
