About this opportunity
The City of Concord Housing Department is requesting proposals for electrical services on an as-needed basis under an RFP, with proposals due June 12, 2026 at 2:00 PM and questions due May 29, 2026.
The scope covers installation of new electrical systems; testing and maintenance of existing interior and exterior wiring and fixtures; repair, replacement, and service of outlets, switches, fuse boxes, meter panels, heaters, and light fixtures; installation of new wiring circuits including low-voltage and data cabling; load calculations and fault-current analysis; identification of in-ground line faults; trenching, lateral boring, and concrete cutting; and conduit system installation, modification, and splicing. Services support approximately 194 public housing units across four facilities—Wilkinson Homes (46 units), Logan Homes (46 units plus support buildings), Mary Chapman Homes (60 units plus administrative building), and Larkhaven Homes (22 units)—plus 29 scattered market-rate units. The contractor must respond to non-urgent requests within two business days and emergency requests within 24 hours, maintaining 24/7 availability including weekends and holidays.
Pricing is submitted on an hourly rate basis by personnel classification (electricians, apprentices, and other classifications) with separate rates for one-person and two-person crews during normal business hours (8:00 AM to 6:00 PM, Monday through Friday) and outside normal business hours. A cost-plus percentage above manufacturer's current published price applies to materials and equipment. The initial contract term is one year with options to renew for up to two additional years. No cost increase is permitted unless stated in the initial proposal.
Evaluation weighs experience (25 points), capacity and approach (20 points), working knowledge of requirements (20 points), staffing (15 points), cost proposal (15 points), and references (5 points). The contractor must maintain general liability insurance with $1 million per-occurrence limits, primary premises and non-owned automobile liability of $500,000 per occurrence, and workers compensation insurance of $1 million, with the City added as additional insured. The City reserves the right to award to one or multiple offerors and may negotiate with apparently eligible proposers.
