About this opportunity

The New York State Department of Agriculture and Markets is seeking qualified electrical service providers to perform maintenance and repair at the New York State Fairgrounds in Syracuse, Onondaga County. The procurement, identified as contract SF250131, covers comprehensive electrical service maintenance, including cleaning, replacement, and repair of main feeders, switches, and transformers across the fairgrounds' 13,000-volt electrical systems. Contractors must have employees certified to work on high-voltage electrical systems and be capable of responding to emergency work within one hour. Key deliverables include providing detailed quotes specifying hourly rates for standard, overtime, and holiday work, along with a markup percentage for parts and materials. Vendors must demonstrate three years of similar service experience and provide staff certification documentation. The contract will be awarded on an hourly rate basis, with all vehicle and equipment charges included and no additional mileage or travel time compensation. The procurement timeline includes a posting period from April 3, 2025, to April 23, 2025, with proposal submissions due on April 23, 2025, at 3:00 PM, and a contract term spanning May 1, 2025, to March 31, 2026.

There are no specific set-aside designations for this contract, with zero percent goals for Service-Disabled Veteran-Owned Businesses, Minority/Women-Owned Business Enterprises (MWBE), or Disadvantaged Business Enterprises. Contractors and subcontractors will be required to register with the New York State Department of Labor starting December 30, 2024, which involves a $200 non-refundable registration fee (reduced to $100 for certified MWBE firms). Insurance requirements include $1 million per occurrence for bodily injury, property damage, and automobile liability. The quote documents indicate that the procurement will be competitively bid, with vendors required to submit comprehensive pricing and qualifications. While no specific budget range is explicitly stated, the hourly rate-based contract suggests flexibility in total contract value depending on the scope and frequency of electrical maintenance required at the fairgrounds. Potential bidders must carefully review the prevailing wage schedule, which provides detailed compensation rates for various trade workers, ranging from approximately $35 to $47 per hour depending on job classification.
