About this opportunity
The City of Ann Arbor Procurement Unit is requesting proposals for electrical preventative maintenance services at the Wastewater Treatment Plant under RFP #26-43, with proposals due September 9, 2026 at 2:00 p.m. local time. A mandatory pre-proposal meeting is scheduled for August 25, 2026 at 11:00 a.m. at the WWTP Administration Building; failure to attend results in automatic disqualification.
The awardee must be Michigan-licensed and provide scheduled preventative maintenance and cleaning, infrared thermal imaging inspection of load centers and automatic transfer switches with thermal images in the final report, and a five-year NFPA 70E Arc Flash Assessment on specified plant electrical equipment across eight unit substations, including switchgear buses, vacuum breakers, transformers, and motor control centers. Work requiring de-energization of system components requires minimum two-day notice to WWTP operations staff.
Evaluation uses a point system: Professional Qualifications (35 points), Past Involvement with Similar Projects (40 points), and Fee Proposal (25 points). Fee proposals are submitted in a separate sealed envelope and reviewed only after initial evaluation of qualified firms.
The contractor must comply with prevailing wage requirements under Ann Arbor City Code Chapter 14 and living wage provisions under Chapter 23 (currently $17.42/hour with health benefits or $19.42/hour without). Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 per project aggregate, Workers' Compensation Insurance, Motor Vehicle Liability Insurance of $1,000,000, and Umbrella/Excess Liability Insurance of $1,000,000 are required. Proposals must remain valid for at least 90 days from the due date. Written questions are due August 26, 2026 at 11:00 a.m., with addenda published on or before August 28, 2026.
