About this opportunity

The Kentucky Transportation Cabinet, Division of Purchases, issued a Request for Bid (RFB) on April 20, 2026, seeking a contractor to provide comprehensive electrical maintenance and repair services for District 10, encompassing ten counties: Breathitt, Estill, Lee, Magoffin, Menifee, Morgan, Owsley, Perry, Powell, and Wolfe. The procurement covers field construction, troubleshooting, and repair services for traffic signals, flashing beacons, school flashers, and roadway, aviation, bridge, pedestrian, and tunnel lighting systems throughout the district. The scope of work includes 78 line items encompassing electrician labor (not to exceed $66.00 per hour), laborer services (not to exceed $40.00 per hour), equipment operator services (not to exceed $55.00 per hour), specialized equipment rental such as bucket trucks, line trucks, skid steer loaders, service vehicles, and compressors, and materials including rigid steel conduit, PVC conduit, electrical wire and cables of varying gauges, signal and lead-in cables, span wire, traffic signal cabinets, poles, electrical service installations, junction boxes, and luminaires. Additional deliverables include trenching and backfilling, directional boring, roadway conduit crossing, lighting installations, and on-call emergency response services with a maximum rate of $10.00 per hour for on-call electrician time. Qualified bidders must be licensed as an electrical contractor by the Department of Housing, Building, and Construction, maintain a crew of at least three people with one licensed electrician per crew, and ensure all bucket trucks and line trucks are no more than twelve years old at time of award. The contractor must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, as well as automobile liability insurance and Kentucky workers' compensation insurance, with the Commonwealth listed as an additional insured on a primary and non-contributory basis. Award will be made to the lowest-price bidder, with pricing evaluated on a best-value basis using a 100-point ranking system allocated entirely to price criteria. Bids must be submitted online through the Kentucky eProcurement system (https://vss.ky.gov) by May 12, 2026, at 1:30 p.m. Eastern Time; bidders must enter $0.01 for price and zero for delivery in the eProcurement system with all actual bid prices submitted on the attached Bid Sheet.

The RFB does not specify any set-aside designations or restrictions on types of organizations that may respond; however, bidders claiming resident bidder status or qualified bidder status must submit notarized affidavits to substantiate such claims. No incumbent contractor information or current contract references are identified in the solicitation documents. The contract period begins no earlier than June 1, 2026, and expires May 31, 2027, with four optional one-year renewal periods available, allowing for potential contract extension through May 31, 2031. The anticipated award date is June 1, 2026. No specific budget range or award value is disclosed in the solicitation; pricing will be determined through competitive bidding based on submitted unit prices for each line item. The solicitation specifies that no price increases are permitted during the first twelve months of the contract; any subsequent increases require written justification based on documented industry-wide price changes.
