The Commonwealth of Kentucky Department of Transportation (KYTC) District 5 is requesting bids for electrical maintenance and repair services across eight counties in the Louisville District, with bids due August 11, 2026 at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service portal.

Contractors must hold a current electrical contractor license from the Kentucky Department of Housing, Building & Construction and maintain minimum crew sizes of two personnel for lighting work and three for signal work, with at least one licensed electrician per crew. All work must comply with the National Electrical Code, Manual on Uniform Traffic Control Devices (11th edition), 2026 Kentucky Department of Highways Standard Specifications, and OSHA/KOSHA requirements. Employees must obtain IMSA Level II (Traffic Signal Technician I & II) and IMSA Roadway Lighting Level I certifications within six months of contract start.

The scope encompasses field construction, troubleshooting, and repair of traffic signals, flashing beacons, school flashers, and roadway, aviation, bridge, pedestrian, rest area, tunnel, and intersection lighting systems across Bullitt, Henry, Franklin, Jefferson, Oldham, Shelby, Spencer, and Trimble counties. The solicitation covers 85 line items including approximately 200 electrician hours, 200 laborer hours, 100 equipment operator hours, 250 service-vehicle hours, and specialized equipment such as 30-foot and 50-foot bucket trucks, conduit, wiring, cables, cabinets, poles, luminaires, and sensors.

Maximum hourly rates are established for labor: electricians at $90.00 per hour, laborers at $60.00 per hour, equipment operators at $75.00 per hour, and on-call services at $10.00 per electrician per hour. Equipment rental rates and material furnish-and-install items are subject to competitive bidding. Liquidated damages of $500 per day apply for failure to meet completion timeframes, including full traffic signal installation within 14 business days and emergency on-call response within 2 hours. Contractors must submit vehicle identification numbers, employee qualifications documentation, and proof of insurance prior to award and maintain records for five years following final payment.
