About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for Electrical Instrumentation & Telemetry Continuing Engineering Services under RFP 26-016, with proposals due July 7, 2026. The Master Professional Service Contract Template incorporates Small Business Development (SBD) Ordinance requirements, including mandatory SBE subcontracting participation goals where applicable.
The scope is ongoing engineering consultation and technical support for electrical instrumentation and telemetry systems on an as-needed basis, structured through individual Consultant Services Authorizations issued in writing by the County prior to work commencement. Work is performed in Palm Beach County, Florida. The contract does not guarantee a minimum level of work or that any individual authorizations will be issued.
Compensation uses hourly rates with a not-to-exceed fee or lump sum fee structure, as specified in individual authorizations. Hourly raw labor rates are provided in Exhibit C and subject to audit. An overall overhead and profit factor applies, with rates adjustable after one year and annually thereafter, subject to County approval. Out-of-pocket expenses are reimbursable with supporting documentation up to amounts approved in individual authorizations. The consultant must bill monthly by the 15th of the following month with supporting progress reports and SBD Schedules.
Required qualifications include professional liability insurance of at least $3 million per claim, E-Verify employment eligibility verification, vendor registration through the Purchasing Department's Vendor Self Service system, and criminal history records checks where access to critical facilities is required. Work must comply with public records disclosure requirements under Florida Statutes Chapter 119.
A non-mandatory pre-proposal meeting was held June 8, 2026 at 11:00 a.m. at the Central Region Operations Center, 8100 Forest Hill Blvd, West Palm Beach, FL 33413.
