About this opportunity

The Texas Health and Human Services Commission is requesting sealed bids for medium voltage electrical work at the Lufkin State Supported Living facility under Formal IFB HHS0017399v3, with bids due October 5, 2026. The scope encompasses design and installation of medium voltage electrical systems and related infrastructure upgrades, with work involving voltages typically ranging from 1,000 to 35,000 volts and performance compliance required with National Electrical Code standards and Texas electrical licensing requirements.

Bidders must submit a minimum of three verifiable references for contracts of similar size and scope performed within the last five years, including business name, point-of-contact information, service description, and dates of service. All staff performing work must hold TDLR Master Electrician licenses, with license numbers documented. Bidders must designate a minimum of two 24-hour emergency contacts and provide a maximum one-page narrative describing experience and qualifications relevant to contract Section 7.1.5, including details on size and scope of operations, customer service and fulfillment staffing, safe shipping and handling capabilities, and supervisory structure by location.

Pricing must be submitted on the standardized Exhibit C Pricing Sheet using fixed-price or unit-price basis as specified. Responses are firm and binding offers for 240 days from the due date. All respondents must complete HHS Solicitation Affirmations (Exhibit A) certifying compliance with Texas and federal statutes governing suspension and debarment status, franchise tax obligations, human trafficking prohibitions, cybersecurity training, E-Verify employment eligibility verification, and numerous other Texas-specific compliance requirements including prohibitions on Israel boycotts and restrictions on telecommunications and surveillance equipment.

Bidders may submit responses through the optional HHS Online Bid Room (Exhibit E) via the IAMOnline portal or by sealed bid delivery per solicitation requirements. Technical difficulties during optional electronic submission do not constitute grounds for award protest. Support is available through the HHS Help Desk at 512-438-4720 or toll-free at 855-435-7181, 7:00 A.M. to 7:00 P.M. Central Time, Monday through Friday. The project may include set-asides for historically underutilized businesses or small businesses as mandated by Texas procurement policy. A pre-bid site visit or bidders' conference may be scheduled.
