About this opportunity

The City of Philadelphia is requesting bids on electrical equipment testing as a micro-purchase under FY-27, with bids due August 21, 2026. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award as a whole.

The City has issued a voluntary LGBTQ Applicant Data Form requesting vendors to self-identify as LGBTQ-owned businesses, provide National LGBT Chamber of Commerce (LGBTBE) certification information through the Independence Business Alliance or alternative certifications (ESMDC, PAUCP, Disability:IN, WBENC), and disclose LGBTQ-certified subcontractors. Submission is voluntary, and the City reserves the right to use submitted data for other projects and public reporting to expand LGBTQ vendor participation in the City's database.

The contract term runs 365 days automatically from the Effective Date specified in PHLContracts, with no renewal beyond one year. The micro-purchase cap is $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published index and rounded to the nearest $1,000. All pricing must be quoted FOB Destination, net of taxes (the City is exempt from federal excise, transportation, and Pennsylvania Sales and Use taxes). Quotes remain valid for 60 days from submission; awards will be made within 60 days of the submission date.

All bids must be submitted electronically through PHLContracts with a duly completed Consent and Authorization Agreement. Sellers must comply with nondiscrimination requirements and maintain minimum insurance: workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence where applicable. Sellers are responsible for Philadelphia business income and receipts tax, net profits tax, and city wage tax obligations. Do not deliver services or products until officially notified by the department.
