About this opportunity

The Madison Metropolitan Sewerage District (MMSD) is seeking sealed bids for the 2025 Electrical Equipment Maintenance Testing Project, covering 19 locations in Dane County, Wisconsin, including the Nine Springs Wastewater Treatment Plant and 18 Regional Pump Stations. The procurement involves comprehensive electrical infrastructure maintenance, specifically targeting transformers, motors, switchgear, circuit breakers, motor control centers, and other electrical systems at various voltage levels. Bidders must submit prequalification applications by October 27, 2025, and provide a 5% bid guarantee with their proposal. Sealed bids will be accepted until 1:00 p.m. on November 4, 2025, at the district office located at 1610 Moorland Road, Madison, Wisconsin. The project has a 120-calendar day completion timeline, with a Notice to Proceed anticipated for November 24, 2025. Qualified bidders must demonstrate technical experience, maintain a permanent business location, possess adequate equipment, and have a satisfactory performance record. The contract will be awarded to the lowest qualified, responsive, and responsible bidder, with all work required to adhere to specified technical requirements and maintenance procedures.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The district is federal and state tax exempt, and reserves the right to reject any or all proposals or waive technical irregularities. While no incumbent vendors are mentioned, the project involves maintenance across multiple electrical systems requiring specialized technical expertise. Payment terms include compensation within 30 days of written completion request, and the contractor must provide a one-year warranty on all work and materials. Though a specific budget range is not disclosed, the comprehensive nature of testing across 19 locations suggests a significant project scope. Any questions regarding the project should be directed to Erik Rehr, Maintenance and Reliability Manager, at 608-709-1833 or rfp@madsewer.org. Potential bidders are advised to check the district's website (https://www.madsewer.org/contracting-center/) for any addenda 72 hours before the bid deadline.
